Ukrainian President Volodymyr Zelensky has revealed a significant discrepancy between the aid authorized by the United States and what Ukraine has actually received, stating that his country has obtained approximately $76 billion, despite U.S. authorizations of around $175 billion.
During a recent Associated Press interview, Zelensky expressed uncertainty about the destination of a large portion of the funds allocated by the Biden administration for Ukraine’s support.
“When I hear – both in the past and even now – from the U.S. that America has provided Ukraine with hundreds of billions, as the president of a nation at war, I can tell you – we’ve received more than $75 billion,” he said. “We’re talking about tangible things because this aid didn’t come as cash but rather as weapons, which amounted to about $70 billion.”
“But when it’s said that Ukraine received $200 billion to support the army during the war – that’s not true. I don’t know where all that money went,” Zelensky admitted.
“Perhaps it’s true on paper with hundreds of different programs – I won’t argue, and we’re immensely grateful for everything. But in reality, we received about $76 billion. It’s significant aid, but it’s not $200 billion.”

The Ukrainian president speculated that the remaining funds might have been allocated to humanitarian initiatives, though he acknowledged limited knowledge of these programs beyond their existence. He also mentioned that numerous organizations departed Ukraine following the 2022 Russian invasion, suggesting they might have received some U.S. funding.
An examination of U.S. aid distribution by the American Enterprise Institute revealed that approximately 70 percent of Ukraine-related assistance remained within American borders, funding domestic defense contractors and replenishing U.S. military supplies.
Concerns about corruption in Ukraine have persisted in Washington. According to Transparency International’s 2023 rankings, Ukraine stands as Europe’s second-most corrupt nation, surpassed only by Russia, with a score of 33 out of 100.
Investigations by the House Oversight Committee have uncovered allegations of misconduct among Ukrainian officials, including bribery and misuse of resources. The New York Times has reported that some Ukrainian officials privately acknowledged that U.S. funds intended for military purposes had disappeared without producing the intended military equipment.
