Police Ignore San Francisco Homeless Woman Who Repeatedly Threatens Children

Parents say San Francisco isn’t pursuing legal action against a homeless woman also wanted by police in two states for threatening to harm children – even though she’s been menacing the streets without serious punishment.

Kim Ann Andrews, 36, accused of spewing profanities and threatening to kidnap or murder children in the well-to-do area surrounding Golden Gate Park has been dubbed as “Kate Gosselin lookalike” by a local reportégé.

According to police records, Andrews has been arrested at least six times this year alone for bothering families and making ominous threats. But parents say she has been let go every time, taking to the streets again and acting out.

Jenna Palefsky, another mother who has had multiple run-ins with Andrews over the past four or five years said “nothing ever happens. The fact that she has been given infinite second chances. She kept reoffending and yet they continue to let her walk the streets.”

Andrews’ conduct has been followed since 2020 by a group of parents. The parents have hung up fliers in their communities and made log entries of police calls to her on a defunct website called “SF Safe Playgrounds.” According to their records, Andrews has been reported at least 40 times by police over the past several years.

Records show Andrews has been arrested on charges of battery, trespassing, robbery, resisting and assaulting officers as well as petty theft/shoplifting in 2020.

But locals have seen a marked increase in the amount of unacceptable conduct committed by Andrews this year, making life difficult for both parents and their children. 

As a result, law enforcement sought her out and obtained a warrant for her arrest on Tuesday.

He allegedly also menaced the duo by igniting a lighter near an aerosol can of Lysol and yelling, “I will f–king kill you,” during that episode. Sallee was arrested and booked on suspicion of criminal threats and child endangerment.

Complaints about Andrews have also included one in which she allegedly spat on a heavily pregnant woman and said to her: “I hope your baby dies,” as well as another where she reportedly chased after a dog belonging to an elderly homeless man and threatened neighbors with, quoting personal testimony — ” I was sent here to kill you,” all while miming holding the gun mentioned.

It was not immediately clear how Andrews fell into homelessness. According to public records, she has roots in Pennsylvania and Southern California. A Torrey Pines High School track athlete, she competed for two years in college at UC-San Diego. Andrews, who at one time had plans to also go into psychiatry never finished her degree in biochemistry and cell biology.

Her father, Dr. Philip Andrews — a highly-regarded computer scientist affiliated with UC San Diego– died of what was believed to be a heart attack in 2011, according to an online obituary post. 

Andrews has four siblings, and her mother Kathleen Andrews is still living in the family’s $1 million home near San Diego.
