A White House senior official has exposed a massive fraud scheme involving foreign nationals who have allegedly stolen billions in taxpayer funds through the IRS system, using fraudulent identities and Social Security numbers.
During a Fox News interview, White House Deputy Chief of Staff Stephen Miller revealed details about the investigation, which coincides with the Department of Government Oversight and Enforcement (DOGE) preparing to access IRS records.
The development follows Reuters’ report of Gavin Kliger, a key associate of Elon Musk, visiting IRS headquarters to meet with senior executives as part of efforts to streamline federal operations.
“These are foreign nationals who come into the United States, they use fake social security numbers, they use fake identities to steal billions in taxpayer benefits,” Miller explained during the interview.

Miller emphasized that the full scope of the fraud remains unknown until DOGE gains complete access to IRS records, suggesting potential savings could exceed a trillion dollars over a decade by addressing tax and entitlement system fraud.
The revelation comes amid broader concerns about data security. The National Public Data (NPD), based in Coral Springs, Florida, recently disclosed a major security breach affecting nearly all Americans’ Social Security numbers and personal information. The December 2023 breach has already sparked multiple lawsuits, including one that claims cybercriminals are selling a database containing information on 2.9 billion individuals for $3.5 million on the dark web.
When questioned about privacy concerns regarding DOGE’s access to tax records, Miller provided assurance that the initiative focuses solely on identifying systematic fraud rather than examining individual taxpayers’ information.
“I can give absolute 100% assurance. I give you complete and total assurance on that point. We are talking about performing a basic anti-fraud review to ensure that people are not engaging in large-scale theft of federal taxpayer benefits,” Miller stated.

The Deputy Chief of Staff highlighted specific issues, such as billions in child tax credit payments allegedly being distributed to unauthorized immigrants. He also emphasized DOGE’s role in modernizing the IRS’s technology infrastructure to prevent data theft by criminal organizations and foreign entities.
Addressing concerns about access to the Integrated Data Retrieval System (IDRS), Miller clarified that the oversight focuses on detecting systematic fraud patterns rather than accessing individual taxpayer details. He referenced past IRS controversies, including the Lois Lerner scandal, to illustrate the importance of implementing proper accountability measures.
“Right now, the federal government doesn’t even catch a tiny fraction of the criminal fraud that takes place that is ripping off and abusing American taxpayers,” Miller asserted, defending the administration’s approach to reforming IRS operations.
The initiative represents a significant step toward combating financial fraud while maintaining taxpayer privacy, according to Miller, who emphasized that DOGE operates within the formal federal government structure with appropriate oversight and accountability measures in place.
