A new report from the House Foreign Affairs Committee reveals that President Biden was determined to withdraw U.S. troops from Afghanistan, disregarding advice from military officials, concerns from NATO allies, and pleas from the Afghan government.
This conclusion comes from a comprehensive two-year investigation into the chaotic withdrawal, detailed in a 350-page report released on Sunday. The report claims that Biden’s decision was driven by a distrust of military advisors and a focus on political optics and personal legacy.
“During his decades-long tenure as a Delaware US senator, eight years as vice president of the United States, and nearly four years as president, Mr. Biden has demonstrated distrust of America’s military experts and advisors and has prioritized politics and his personal legacy over America’s national security interests,” the report states.
According to the committee, the Biden administration allegedly misled the American public in an effort to gain support for the rapid end to the 20-year war in Afghanistan. The report claims the administration provided misleading information about the Taliban’s adherence to the Doha Agreement, the state of terrorism in Afghanistan, and dissent from NATO allies.
Former President Donald Trump’s administration had negotiated the Doha Agreement in 2020, which stipulated U.S. withdrawal if the Taliban met certain conditions, such as breaking ties with al Qaeda and reducing violence. However, the report suggests Biden pushed forward with the withdrawal regardless of these conditions.
“In his testimony before the committee, contrary to his public statement, Mr. Price asserted the Taliban’s adherence to the Doha Agreement was in fact ‘immaterial’ to the Biden-Harris administration’s decision to withdraw from Afghanistan,” the report reveals.
The report indicates Biden decided to withdraw despite nearly every military official advising against a total pullout. “Our investigation has revealed the secretary of defense, the chairman of the Joint Chiefs, the commander of U.S. Central Command, the secretary of state, the Office of the Director of National Intelligence, and the commander of NATO’s Resolute Support Mission and United States Forces-Afghanistan all advised against withdrawing all U.S. troops from the country,” it states.
Even as key Afghan figures like General Haibatullah Alizai pleaded for more time, Biden moved forward with the withdrawal. Alizai reportedly told American commanders, “Just tell your leadership to stay with us for two more years… We’re going to take the initiative… it’s in our favor and we can defeat the Taliban.”
The report criticizes the administration’s failure to adequately plan for the noncombatant evacuation operation (NEO), which was the largest in U.S. history. It wasn’t officially ordered until August 16, 2021, a day after Kabul fell to the Taliban, resulting in a chaotic situation with U.S. personnel struggling to evacuate civilians in a hostile environment.
Vice President Kamala Harris was also mentioned in the report, as she was reportedly “the last person in the room” when Biden made the final decision to withdraw. The report suggests Harris should be among the 15 administration officials Congress considers censuring over the withdrawal.
House Foreign Affairs Committee Chairman Michael McCaul, who led the investigation, stated that the work is far from over, noting, “We have a lot of unanswered questions regarding the [Department of Defense]… [about] what happened on the ground.”
The White House, through spokesperson Sharon Yang, dismissed the report as “based on cherry-picked facts, inaccurate characterizations, and pre-existing biases.”
Despite the release of this report, the committee continues to investigate the Afghanistan withdrawal, with ongoing inquiries and potential reforms for the National Security Council and State Department.
